Nyishi Art and Culture festival from  Dec 15

ITANAGAR, Dec 6: The Nyishi Art and Cultural Welfare Society (NACWS) yesterday announced that it will organize a three-day ‘Nyishi Art & Cultural Festival’ – the first such in the state – at Nyikum Niya ground in Nirjuli from December 15 next.

Addressing press-persons at Arunachal Press Club, NACWS members said the festival is being launched with the aim of promoting and exposing the rich art and culture of the Nyishi tribe. The event will feature various competitions, including folk dance and war dance competitions, among representatives of the five Nyishi majority districts. A symposium on the theme, ‘Challenges and opportunities before budding Nyishi artists’, will also be organised. Besides these, eminent Nyishi filmmakers, singers, directors, lyricists and others will be felicitated during the festival, they informed. The even will also host the  NACWS’ general conference.

 

AAPSU to launch awareness campaign  against crime

ITANAGAR, Dec 06: Lauding Itanagar police for arresting the prime accused in Bomjen Gapak murder case, All Arunachal Pradesh Students’ Union (AAPSU) president Kamta Lapung urged police to nab all other co-accused at the earliest.

Kamta stated that AAPSU is ready to extend full cooperation to police in nabbing the remaining culprits involved in the murder case. There should not be any complacency on the part of the police in bringing all the accused to book at the earliest and file the charge sheets for the law to take its own course for awarding punishment, he said.

He informed that AAPSU, in a bid to make Arunachal a crime free state, will soon launch awareness campaign.

 

DC suggest Lamkang system

YINGKIONG, Dec 6: The Deputy Commissioner Upper Siang District L Borang while taking serious note over the frequent reports of fire accident appealed all the GBs of Upper Siang to revamp the old system of 'Lamkang' a traditional system of Adi community to watch/ guard the village on daily routine basis.

He stated that fire accident is a man made which occurs due to negligence of people; it is our own duty to take up various precautionary measures to avert fire accident. DIPRO

 

AAPWU refutes allegation

ITANAGAR, Dec 6: All Arunachal Pradesh Workers’ Union has termed the allegation leveled by Nari Elite Society and Nari Village Welfare Society as baseless and without any logic.

It said that AAPWU is not against any NGO or any person; AAAPWU is just safeguarding the workers, who they termed as land encroachers/ illegal dwellers.

Further it said that the labourers settled in the said plot of land belong to the department of power and all the dwellers are contingency/casual workers of power department. It also said that anyone who forcefully demolished house of labourers should compensate it.

 

Kargu Gamgi Itanagar celebrates 9th foundation day

ITANAGAR, Dec 6: The 9th Foundation Day of Kargu Gamgi, Itanagar was celebrated at Kargu Gamgi here yesterday.

In his presidential address, Yido Boje advised the members to maintain age old tradition and culture of Galo.

Kargu Gamgi Management Committee, Itanagar Chief Advisor Tony Koyu also advised the members to maintain own identity. He said that Kargu Gamgi is old but present ritualistic practices are different from the past. In old system common public has a little role to play however in present system of Kargu Gamgi all can directly participate and pray god.

Awareness campaign on eco-tourism management

ITANAGAR, Dec 6: The Eco-Friendly Society Magi, Likabali has organized an awareness campaign on Eco-Tourism Management and Conservation of Magi Lake at Magi village recently.

Attending the awareness campaign, Divisional Forest Officer, Likabali Jumdo Geyi dwelt on eco-tourism management, the importance of conservation of ecological systems and natural resources and different provisions of Wildlife (Protection) Act 1972.

The president and general secretary of the Eco-Friendly Society explained in details on the need to conserve Magi Lake and protection of wildlife with through PowerPoint presentation.

DFO Geyi, Range Forest Officer Likabali Yide Potom along with their staff and executive members of the Eco-Friendly Society, Likabali visited Magi Lake for conservation and exploration of the lake December 4 and 5. The team also  visited Hote Lipik (Elephant Cave).

 

Medical camps by VJAK

ITANAGAR, Dec 6: The mobile medical team of Vivekananda Kendra Arun Jyoti (VKAJ) organized few medical camps in epidemic affected villages under Longding district recently.

Over 367 patients were examined and medicines distributed free of cost to the patients during medical camps organized at Niausa and Senua villages on December 4 and 5. Rapid Malaria Tests (RMT) was also done on 67 suspected patients during the medical camp.

A similar medical camp was also conducted by the same team at Longliang village of Lazu circle of Tirap district today and treated 67 patients. De-worming medicines were also distributed to 41 children.

Later, the team visited the Govt. Residential School of Barap and treated 18 sick students. A health awareness meeting was also conducted by the team where the Doctor interacted with the students. He gave more emphasis on personal hygiene to remain healthy.

 

Society pleads for Guest house at Vellore

ITANAGAR, Dec 6: The Sangha Welfare Society of Kurung Kumey district has requested the state Govt for early construction of Arunachal Guest house at Vellore for the benefit of the Arunachalee patients who are frequently visiting  Christian Medical College and Hospital, Vellore in Tamil Nadu for treatment. Many patients from Arunachal have been facing lot of problems due to non-availability of  Guest house at Vellore, it said and requested for construction of the same within 2014.

 

Student health outreach prog

ITANAGAR, Dec 6: A day-long School Health Outreach programme was conducted at VKV Chimpu by the District Health Society, Yupia today.

The DHS team comprising Dr. Toko Papu, MO, School Health Programme, Jonggan Pertin, District Community Mobiliser interacted with the students of Class 9 and 10 and imparted knowledge on key adolescent health issues. The students were advised to keep themselves away from bad habits like using drugs, alcohol, tobacco and its products.

A quiz competition based on adolescent health issues was also conducted as part of the programme and the winners were given prizes.

Altogether 70 students and teachers of the school enthusiastically participated in the programme.

 

Strategy chalked out to streamline PDS items distribution

SEPPA,  Dec 6: A meeting presided by Tarin Dakpe with the representatives of every concern citizen of East Kameng District(ECCEKD), representatives of ATA (District Unit), all colony Chairman/Secretaries & DF& CSO in connection with selling of PDS items at high rates by the FPS holders held in DC’s chamber, Seppa on Dec 6. After having a marathon discussion in order to streamline the distribution of PDS items and its rates, it was resolved that PDS rice should be distributed through co-operative systems only with the supervision of A. Koyu, EAC.  And  Tage Tatung,CO. On receipt of report from the Enquiry Committee action shall be taken against the FPS committed irregularities including cancellation; Immediate renewal of ration cards should be done; adulteration of Pol items should be checked and appropriate action shall be taken against violators. Other decisions include  immediate publication of rates of all PDS items, immediate checking of the rates of S/Koil by A. Selection trial for National School Karate C’ship

ITANAGAR, Dec 06: The selection trials to select players for the 59th National School Karate U-17 & U-19 Boys and Girls Championship, 2013-14 in New Delhi in January next year will be conducted at SAI SAG Centre, Naharlagun on December 14, informed Arunachal Karate Do Association general secretary L Marik.

State level boxing championship in Khonsa

ITANAGAR, Dec 06: The newly formed Tirap District Boxing Association (TDBA) under the aegis of Arunachal Amateur Boxing Association is organizing a state level boxing championship at Khonsa, district headquarters of Tirap, from January 17 to 20, 2014.

The championship will be held for all categories, including senior and juniors, for both boys and girls.

The championship is being sponsored by Parliamentary Secretary cum DOTC chairman Yumsen Matey, informed TDBA in a release.

Capital Complex SC to meet East Siang in opener

 ITANAGAR, Dec 06: Capital Complex Sporting Club (CCSC) will play against East Siang in the inaugural match of the 2nd Nyari Welly Memorial State Level Women Football Tournament 2013 at Rajiv Gandhi, Stadium, Naharlagun tomorrow at 2 pm.

All together six teams have conformed their participation. They are Kurung Kamey, East Kameng, Papum Pare, Lower Subansiri, East Siang and Capital Complex.

Organizing Chairman Takum Tallum Dado has appealed to all NGOs, organizations working for women and general public to attend and encourage the girls in the field of sports. Tallum also informed that State’s senior girl team for the National championship will be selected from this tournament on the basis of their performance.

State level 21st National Science Congress held

ITANAGAR, Dec 6: The state level 21st National Children Science Congress- 2013 organized by Arunachal Pradesh State Council for Science and Technology, GoAP was held at Arunachal Pradesh Science Centre here on December 5 and 6.

Ten projects have been selected out of the total 46 presented by selected child scientists from all the 17 districts of Arunachal Pradesh. The projects were evaluated by a panel of evaluators comprising faculties from Department of Physics and Mechanical Engineering, NERIST, Naharlagun, and scientist of State Remote Sensing Application Centre here.

CM visits Longding, announces fund for medicine

LONGDING, Dec 6: Chief Minister Nabam Tuki this morning made a sudden visit to Longding and took stock of the epidemic-like situation that has taken a death-toll of 113 over the last couple of months in the newly created district. He was accompanied by WRD Minister Newlai Tingkhatra, Parliamentary Secretary for Health and Family Welfare Nido Pavitro and local Legislator, Parliamentary Secretary for IPR Thangwam Wangham.

In a hurriedly summoned meeting of the district administration, Panchayati Raj leaders, local leaders and village elders at the Circuit House, Tuki expressed grief over the demise of people due to various health issues and said that the number of deaths in recent months is alarming.

He called upon all to be responsible and not put the blame and responsibility of the situation on one single official, administration or the government.

“This is a situation that calls for united effort and cooperation. Let’s all contribute in creating awareness on hygiene and precautionary measures,” he appealed.

District Medical Officer, Dr N Lowang briefed the Chief Minister about the present situation and cited various causes of the reported deaths. These include viral influenza with super-added secondary infection, poor health seeking behavior of the people, poor nutrition, lack of safe drinking water, unhygienic living conditions, poverty, poor road conditions, lack of health facility at the doorstep, lack of Specialist Doctors, shortage of medical officers, nursing staff and para-medics, poor infrastructure and mostly illiteracy. Of the 113 reported deaths, only eight were found to be caused by Malaria. Other causes immediate causes include jaundice, liver infection, chronic TB, old-age and treatment rendered by quacks. Most of the deaths occurred in homes indicating lack of heath awareness in the people.

She informed that Longding till date has no district hospital, only two Community and Primary Health Centers each and 16 health sub-centers. To cater to about 60125 population of the district there are only seven doctors (four allopathy, two AYUSH and one Dentist). Office of the DMO is functioning from the Block Development Office while the DMO is putting up in a Type-I quarter with a relative.

Besides lack of health facilities, lack of proper road communication and means of transportation are the basic factors for the poor health services in the district leading to a number of deaths, she summed up.

However, after the Chief Minister had sounded alert and held an emergency meeting on the situation at Itanagar on November 27 last, eleven health camps were conducted in the district by medical teams from Itanagar, Pasighat and Khonsa.

The Chief Minister, while interacting with the people, informed that on December 3 the Government has ordered posting of eleven health personnel to the district. He assured to post Specialist Doctors and procure an ambulance for the district immediately.

Asserting the commitment of the Government for welfare and development of region, Tuki informed, to a round of applause, that DoNER Ministry has released Rs 100 crore for implementation of the Chief Minister’s Livelihood Mission for Tirap, Changlang and Longding districts. The information was telephonically conveyed by DoNER Minister Paban Singh Ghatowar himself to Tuki, even when the later was taking the meeting. The scheme would be launched in the first week of January next year at Changalng, he said.

Extending condolences to those died, Tuki announced a compensation of Rs 50000 for each. He also announced a package of Rs 16 lakhs for procurement of medicines to tackle the present situation as sought by the DMO.

When his attention was drawn towards to the very bad condition of the Longding-Kanubari road that connects several villages with the district headquarters as well as Assam (the shortest route to Assam) via Kanubari, Tuki promised that he will take up the matter on priority as the under-construction Trans-Arunachal Highway will not pass through the said road.

Local MLA Thangwam Wangham expressed gratitude to the Chief Minister for his concern and sudden visit. He observed that Tuki must be the first Chief Minister to visit a remote district to personally take stock of a case of medical emergency.

“This is like a Kargil War. We are battling against a disease. But with the support of our Chief Minister and the Government, we will win it,” he added. PRO to CM

 

 

Health Dept. reviews Longding situation, to deploy 4 medical teams

ITANAGAR, Dec 6: As a precautionary measures to contain the outbreak of disease in Longding  district, the state health department today decided to deploy four numbers of medical team consisting of medicine specialists, Gynecologist, Child Specialist and GDMO with other supporting staffs in Longding district for 15 days each, for a total period of one month. This decision was taken after a review meeting held here under the chairmanship of Health Minister  Atum Welly today. The review meeting was convened to review latest action taken report by the Health  and family welfare department pertaining to the containment of prevailing reported death  and disease during the month of October & November’2013 at Londing district.

The meeting attended among others by Honchun Ngandam, PS, (Horti.), Indra Mallo, Secretary,(H&FW), Dr.K.Nishing,DHS, Dr.H.Tabiyo, Jt. DHS, (P&D), Dr H Taki, Jt.DHS cum SPO, (NVBDCP), Dr. K.T. Mulung,Dy.DHS, (NVBDCP) and  Nowbo Dokkam, chairman Narcotic cell APCC further resolved that urgent posting of 2  Medical Officer each at Longding CHC and Pongchau PHC will be taken up.

Besides provision of Ambulance Service to be deployed one each for Longding CHC and Pongchau PHC from NRHM, fund for purchase of medicine and test kits amounting to Rs.10 lakh has been approved and being allotted to DMO, Longding by DHS.

It was also decided to propose a High Level Co-ordination meeting with Chief Minister/Chief Secretary along with secretaries of other line department like PHE, WRD, ICDS, RD, Civil Supply etc., for integrated intervention.

As per the report received from DMO Longding district, 3 medical teams -- from directorate of Health Services, General Hospital Pasighat, D H Khonsa including DMO Longding and her teams had conducted 6  health camps along with mass fever surveillance w,e,f, 29th Nov to 1st Dec last.

During the camp 1541 patients were examined by Medical Specialist and Medical officers with other supporting staffs, medicines were provided free of cost with advised. In the mass fever survey during the camp 6 positive cases of PV malaria were detected from Longding circle.

Out of the total reported death of 113 numbers from 12 villages of Longding and Pongachau Circle which was verified and majority of causes of death wise found to be suffering from viral influenza with super added secondary infection. Other causes included TB, Malaria, AGE and other chronic disease. Out of total 113 deaths verified for the month of Oct/Nov.’2013, 28 had been treated at health centre and 85 had not sought medical treatment. Lack of Safe drinking water, poor sanitation, poor connectivity and poor health seeking behavior, are some of the factor that have added to the crisis.

Renovation of NH-52 in East Siang progressing well

RUKSIN, Dec 6: The people of East Siang and parts of other Siang districts, who had been suffering a lot due to bad condition of the National Highway (NH)- 52, have now expressed their happiness after seeing the speedy progress of restructuring work.

Reconstruction of the worn-out highway and improvement of road communication was a long-pending demand of the people. The Border Road Organization (BRO), which has been entrusted for reconstruction of the highway, has already completed a longer portion of the road between Ruksin and Pasighat. Apart from three small portions in between Sille and Rani Villages, blacktopping of the longer portions has been completed while construction in Mebo sub-division (Raneghat to Siari river point) is in progress.

The Bharat Infra Private Limited (BIPL), which is executing the 2-laning reconstruction of 40-km stretch of the highway from Ruksin gate to Raneghat bridge point (over Siang river) is speeding up the road construction work.

BIPL company sources said the Union Ministry of Road Transport and National Highways (MoRTNH) has released the fund in three phases (package-wise). It has already completed works sanctioned under first and second packages, while its final package work is going on full swing. The agency, however, is yet to complete construction of two MCBT (Multi-celled box type) culverts along the road. The estimated amount of the 40-km stretch of the road is around Rs 50 crore.

According to the BIPL engineers are expecting to complete the work before the schedule time.

"The road, which was scheduled to be completed by March, 2015 is expected to complete in February next year", said the project engineer, who is engaged to look after the ongoing highway works.

The highway, which links East Siang with Lower Dibang Valley and Lohit districts and ends at Sitapani junction near Saikhowaghat of Upper Assam, has been included in the list of approved roads under Special Accelerated Road Development Project for Northeast (SARDP-NE). Food items and other essential commodities for North Assam and upper Arunachal districts are transported through this route.

It may be recalled that the Prime Minister's Office cleared 2-lanning of NH-52 eight years ago. But, implementation of the project remained stagnant due to the proverbial bureaucratic roadblock. Later, the BRO put its men and machines into service and developed the highway and has fulfilled the Gilmour of hope of the people of Siang belt of the state.

 

 

‘Arunachal to become global tourism hub soon’

TENGAPANI, Dec 6: Arunachal Pradesh would become a global tourism hub soon with Tawang Monastery in the west, treasure trove Menchukha in the north and Golden Pagoda here in the east getting wide popularity, said Chief Minister Nabam Tuki today.

“This land has turned holy – the land of Lord Buddha with the arrival of his sacred relics here  from Bomdila Wednesday last,” Tuki said in his address to the devotees, host of law makers including Tourism Minister Pema Khandu and senior officers Lohit DC Rajiv Takuk and SP Tumme Amo.

“Lohit district has been attracting pilgrims from far and wide because of the famous Parsuram Kund while the Buddha relics attracted devotees from all over India to Tawang and Bomdila and the pagoda would not be exception for the next one week,” he reasoned.

Religious tourism of this part of Arunachal would get a new thrust as Dibrugarh, a nearby town in Assam, provides air link, the Trans-Arunachal Highway to provide better connectivity has been progressing very fast and railway link to Lohit HQ Tezu proposed, Tuki said, adding the Rs 469.26 lakh Golden Pagoda eco resort tourism complex funded by the union tourism ministry would provide the best solace to the tourists.

Tuki lauded Prime Minister Manmohan Singh, former Union Culture Minister Kumari Seilja, state’s Tourism Minister Pema Khandu, Finance Minister Chowna Mein and Rev T G Rinpoche for facilitating Lord Buddha’s relics to come to Arunachal from the National Museum at his initiative despite lot of official paraphernalia, which created history, Tuki said.

The monks administered Panch Sheel (the five golden principles of Lord Buddha) to the gathering including before the chief minister paid obeisance to the 2,568-year-old relics before the exposition began for the public.

Mein, who founded the pagoda in February 2010 where a statue of Lord Buddha donated by Thailand was installed, said that the pagoda has turned into a socio-cultural-educational research centre. “I have dedicated it to the people. I would maintain it despite being a national treasure and make permanent arrangement for its upkeep before my death,” Mein said to the applause of the gathering.

Responding to a question, development commissioner Ramesh Negi said the state government would move the central government for more relaxation of protected area permit for easy flow of foreign tourists to the state.

 

 

DC reviews infrastructural dev. activities & revenue generation in Upper Siang

YINGKIONG, Dec 6: The Deputy Commissioner Upper Siang District L Borang called a coordination meeting of all heads of departments of the district in the office chamber today to review the infra-structural developmental activities and revenue generation.

The Deputy Commissioner discussed minutely with the respective heads/DDOs on District Infra-structure Gap Assessment Report (DIGAR) and copies of formats of assessment report were provided to the heads of respective departments and asked them fill up the formats within a week and submit to the Deputy Commissioner latest by December 15 for onwards submission to the government at earliest. The Deputy Commissioner also has encouraged and insisted all the HoDs to install biometric machines in their respective offices latest by December 31. DIPRO

 

 

PPA alleges discriminatory treatment to state Govt employees

ITANAGAR, Dec 6: Taking exception to the alleged discriminatory treatment meted out to the state government employees, PPA president Nikh Kamin today stated that the state Govt had already adopted the Fundamental Rules and Supplementary Rules, 1922 vide F.no. FIN/E/47/87 (pt) dated 16th Feb. 1989 Vide state of AP Adaptation of laws Order (no.4 of 1989). The Adapted Fundamental Rules and Supplementary Rules has been amended by the GOI dept. of Personnel and Training Vide their notification No. 25012/ 2 /97 –Estt Dtd the 10th May, 1998, published as (A) GSR 248(E) in the Gazette of India Extraordinary, part -11-section 3(I) Dtd.13th may, 1998 and takes effect from that date by amending Fundamental Rule 56 by raising the superannuation retirement age from existing 58 years to 60 years.

But surprisingly and unfortunately, the State Govt. while accepting almost all the rules, have never bothered to extend the retirement age benefit from 58 years to 6o years to its employees, the PPA said. Such acts of the Government, according to Nikh Kamin, is arbitrary, unjust and against the provision of law.

Kamin, while drawing the attention of the aggrieved State Government employees, pointed out that the provisions of FR and SR and pension Rules cannot be amended by the State Government and therefore, the amendment made by the Government of India is automatically applicable in the State of Arunachal Pradesh.

Accusing the State Government of adopting pick and choose criteria for extending retirement age benefit to few all India Services and giving extension even beyond 60 years to few high profile post like the chief secretary, Laeta Umbrey the Chief Ministerial Candidate of PPA stated that such a practice is not only immoral and demotivating but also demoralizing to a large section of State Government employees. He further added that since the 7th Pay   Commission has proposed for extending the service length to 62 years, it is therefore, high time; the State Government wakes up from the slumber and realizes its mistakes of giving forceful retirement to its employees at the age of 58 years. If PPA favours  implementation of the entire provision of the Fundamental Rules and Supplementary Rules in true spirit. It further advocated for more opportunities for the unemployed youths of the State in the Government Service by increasing their upper entry age from existing 28 years to 35 years for general category candidates and 40 years for APST candidates from the existing 33 years as is the practice followed by Government of Mizoram, stated the Party Spokesmen Tsering Naksang.

 

LWS seeks relief for fire victims

ITANAGAR, Dec 6: Lapung Welfare Society (LWS) has appealed to the Bameng MLA and Parliamentary Secretary (RWD and Transport & Supply) to provide immediate relief to the victims of December 3 fire incident at Lapung village under Bameng circle of East Kameng district.

In its memorandum to the MLA, LWS has informed that at least 15 houses were completely reduced to ashes and properties, including precious local ornaments, domestic animals, household items and important documents like gun, trading, FPS license etc. were lost in the devastating fire.

“The affected families are spending sleepless night under open sky in the field without food, clothes and shelter,” the memorandum said, and urged the MLA to take further initiative with the department of relief and rehabilitation for providing necessary relief and assistance for rehabilitation of the victims.

Meanwhile, All Arunachal Pradesh Students’ Union (AAPSU) president Kamta Lapung has appealed to the state govt. to provide immediate relief and assistance to the fire victims of the Lapung village for their quick rehabilitation.

 

 

KKS Memorial Badminton tourney begins

ITANAGAR, Dec 06: First Kalyan Kumar Sonowal (KKS) Memorial district level badminton tournament-2013 began at Multipurpose Indoor Stadium, Hapoli today organized by Ziro Badminton Association (ZBA) under the aegis of Arunachal State Badminton Association, according to an organizing committee release.

Inaugurating the tournament, local MLA and Parliamentary Secretary Padi Richo suggested the organizing committee and the district sports officer (DSO) to conduct village level tournament before organizing the district level tournament to facilitate participation of talented rural badminton players.

Richo suggested the participants to aim high and play the sport sincerely to compete in national or international level events. He assured to construct indoor badminton stadiums in all villages where there is no such facility. He suggested the organizing committee to organize the championship regularly every year.

Dignitaries, including deputy commissioner Marnya Ete, Hage Kobing, Hage Obing, Tasso Butung and Dr. Tage Kano also spoke on the occasion.

Lower Subansiri Superintendent of Police P N Khirmey, ACLS secretary Tapi Tai also attended the inaugural ceremony.

Altogether 86 players are taking part in the tournament in U -17 boy’s single, U-17 boy’s double, women’s open single, women’s open double, men’s open single, men’s open double, veteran’s single and veteran’s double.

 

Siang Riders win Onyok Moyong memorial cricket tournament

ITANAGAR, Dec 6: The 5th edition of late Onyok Moyong memorial T20 cricket tournament organized by All Bogong Students Union (ABSU) concluded today at Pasighat general ground. The Siang Riders beat Jarku Cricket Club to win the final. The winner pocketed Rs 25 thousand prize money while runners up received Rs 15 thousand. Batting first, the Siang Riders scored 150 run in 20 over. In reply the Jarku Cricket Club managed to put up 120 run.

Oni Dai of Siang Rider was declared man of the final while Meram Perme of same team was adjudged man of the tournament. Informing this ABSU general secretary Mingge Tasung stated that altogether 23 team participated in the tournament which started on 26th November. Okom Yosung ZPM Bogong II distributed the prize to the winner during the final. The tournament is being organized in memory of late Onyok Moyong who was shoot-dead by police during Bogong Banggo lead agitation years ago.

 

 

District level SSA mission  reviews achievement

ITANAGAR, Dec 6: A district Level Executive Committee Meeting of SSA District Mission, Yupia was convened here  today.  The meeting  chaired by deputy commissioner cum district project director Pige Ligu was attended among others by the Nabam Aka, ZP chairperson.

The members present were informed initially by the DDSE and DPC regarding the physical and financial achievement of financial year 2012-13 and target of financial year 2013- 14 as per PAB approval.

Prof. Sony and Prof. Tomo Riba, shown their satisfaction on proper executions of national flagship programme of SSA in context to RTE in the district and suggested to implement the same judiciously finding out the actual need without compromising in quality.

The members unanimously desired that while making inspection of schools to witness the achievement and proper execution of programme, the executive members be invited at the time of visiting team from Govt. of India or State Mission to the district,

ZP Chairperson suggested that while deciding the location and others in civil works first of all reports should be collected from field functionaries and then should be decided on need based on priority. She also emphasized on the need of recruitment of teachers on 50:50 ratio pattern from APST and non-APST instead of 80:20 ratio to ensure quality of education and sort-out the shortage of subject teachers.

The DMO sought the support of DDSE while taking care of the health of the school children who are adolescence age and suffering from Anemia due to lack of iron and folic acid.

The DC-cum-DPD suggested the SSA District Mission functionaries not to succumb in any circumstances in implementing the civil work or any other intervention of SSA, because district have to achieve the cent percent target and quality of education, according to an official release.

 

 

Solve issues amicably, says CPF

ITANAGAR, Dec 6:  The Capital People’s Forum (CPF) has requested All Papum Pare District Students Union president to settle the issue if any amicably with the concerned officer.

Referring to a news items  headlined “ APPDSU gives 10 days…” published in this daily on December 4,  the CPF in a letter addressed to APPDSU president said that there is no issue at all and there is boundary and no encroachment has taken place in Itafort area.  It claimed that the residence of the officer concern is situated in a better clear space than that of other two sites. “Now if it is to be removed as per demand, then the structures of Raj Bhawan, Police station, Legi Complex, residence of Late CM and many others are to be removed along with the huts of the officer concern (the residence which is far away from the monument,)’ the Forum said.

Saying that law should be allowed to take its own course  of action if the officer is found guilty, the CPF said that considering the complexity of the  land encroachment case, the state Govt had already constituted high level committee and  the report is still awaited. Even the buildings on the highway are still standing for eviction in spite of high court direction in many cases, the Forum claimed.

Lauding the achievement of the officer who has already completed 22 years of dedicated service in various capacities, the Forum said the legitimate demands are always welcome but in your case there is no urgent issue that has to be considered within 10 days. “Considering the issue which arose out of the arrest of a person, we request you to settle the issue amicably with the concern officer” the Forum said.

‘Demand uncalled for’

Meanwhile, Capital Complex Yachuli Area Welfare Association (CCYAWA) has described the demand of the APPDSU for cancellation of the land allotment to Talo Potom as uncalled for and unacceptable. “There is clear malafide intention behind such allegation that too against the officer like Talo Potom whose integrity cannot be doubted. His noble works in the service of this twin capital cities have been witnessed by the  citizens, it said. “If the  guardians of the laws are being harassed up to this extent what would be the case of the innocent citizen living in capital areas “ the  Association questioned  and sought the Govt intervention  to punish such persons  who are continuously harassing the sincere and dedicated Govt officer like Talo Polom, ADM-cum CEO.

CSU demands cancellation of land allotment

ITANAGAR, Dec 6: The Capital Students Union (CSU) has supported the demand put forwarded by All Papum Pare District Students Union (APPDSU) for cancellation of land allotment given to present ADM cum CEO of Itanagar. CSU in a release stated that Itafort is a heritage monument of state and therefore encroachment inside such area is illegal act. Further they appealed to the people of Arunachal not to encroach such heritage monument and tourism attraction places of state. They also added that they will join APPDSU in the proposed peaceful dharna outside chief secretary’s office demanding immediate cancellation of allotment to incumbent ADM cum CEO of Itanagar.

 

 

DLVMC inspects various schemes and projects

SEPPA, Dec 6: The District level Vigilance and Monitoring Committee headed by Deputy Commissioner Tarin Dakpe visited Chayangtajo yesterday. He was accompanied by the HoDs .

The Monitoring Committee inspected various schemes, projects implemented under Chayangtajo Sub-division under central flagship and state govt. findings .

They inspected various roads constructed under PMGSY, C/o KGBV girls hostel, Community hall , Tourist Hut at Circuit House Chayangtajo and various colony roads etc. The team also visited the  C/o extension of  class room and computer room at Govt. Secondary School, Chayangtajo which was found low standard and not up to the mark. The incharge ADC, Officers & officials of Chayangtajo also accompanied the Team during the inspection at Chayangtajo.

The team further inspected the NEC road from Seppa to Chayangtajo.  The Project Incharge Gammon India and staff also accompanied the team during the visit. During the inspection of NEC road  they visited the stone crusher plant at Margingla .  The c/o NEC road is under progress but some of the culverts are not upto the mark.  The team visited the Sub Centre and ME school at Nari Camp.

During the interaction with GBs and Public at Chayangtajo, they complained that Officers of various departments are not staying at Chayangtajo due to which many govt. quarters are dismantled by the public.  They urged the DC to direct all outpost officers and staff to shift to Chayangtajo.  The DC assured them to take appropriate action.

The Deputy Commissioner along with Officials of Sushee Company visited Pakke-Kessang, Taja Hapa and Pijirang Circles last month to take stock of the construction works of Trans Arunachal highway. During the visit meeting was also organized at Rilloh , Ngoleko and Pakke-Kessang where GBs, PRI members and public were attended.  The DC explained them the importance of early completion of the TAH road.  In reply to the question of left out payment of compensation,  the DC  asked the Sushee coy to  fix the central line of the road so that the LRSO and team can verify the left out land owners and after verification by the team the left out beneficiaries shall get their compensation. The villagers agreed the suggestion and extend their support for early completion of the road. DIPRO

48 BRTF assures better road connectivity for Chaglagam

Chaglogam a small villages in Anjaw district of eastern Arunachal Pradesh has been in news for a variety of reasons recently ranging from disturbing news like incursion of Chinese troops across line of control in August in this area to delightful news like commissioning of 2x30KW Ashapani Micro hydel project by State hydro power department. In both the incidence one of the main factors which directly or indirectly enabled the development to take place or even the news of any such incursion in case it happened! come to the lime light from one of the remotest village of eastern Arunachal Pradesh had been the untiring and un-recognized effort of BRO and its personnel. The uniformed as well as civilian laborers of local BRO RCC of the 48 Border Roads Task Force who despite all odds and hostile weather and tough working conditions continue their bit and ensure the only road to Chaglogam remains through and open for traffic. This though seems to appear as normal for any other road but the locals and people who know this area and its peculiarity will appreciate that despite the history of this road to remain cut and blocked for more than 250-280 days in a year in past , due to proper planning, deployment of additional resources and undated effort of ground staff including laborers  of local BRO unit the road despite facing one of the most aggravated monsoons last year was made to remain open throughout baring about three weeks when a critical Bailey Bridge was lost in incessant rains of Mar 2013. Er Bajai Pul, chairman of the Cultural and Literary Society of Mishmis expresses satisfaction on the improvement in road connectivity of Chaglogam sector and accepted the fact that Chaglagam is a location with multiple challenges. Landslides, which are a regular feature in monsoon is different from those occurring in other places. In Chagla when it happents it is almost an entire hillock coming down and it usually happens in multiple locations and hence road restoration works are always challenging and difficult. The BRO is really doing exceedingly well in taking up the challenge of keeping the road open and things are improving, he added. Sokheplum minin, EAC, confirmed that connectivity is better in the Chaglagam sector. Journalist Vishnu Rana says that the road was taken over by the BRO recently and that they are on job. Er Bapenlu Kri, UPO acknowledges the fact that the bailey bridge which was washed away in last flood has been replaced and that scorpios, sumos and dumpers are plying on road in the Chagla area.

The illuminated eastern most village at Chaglogam which looks so splendid in night due to the commissioning of recent Hydel Project and plans of authorities to provision WLL communication facility upto Changlogam soon is being made possible much due to the improvement of the existing road communication carried out by BRO in the recent time like resurfacing of about 10km of road and improving the crossing over Pagalnala at km 32 on this road. There are also plans for further improving this road and bridge infrastructure and extending the road upto Kepapu and Rochem  in the general area by the BRO in case due clearance and support is provided by the forest and state authorities. Col P K tripathi, Commander of the Dimwe based 48 Border Roads Task Force assures members of the civil society that the 48 BRTF will do everything possible to ensure better road connectivity in all places under the area of responsibility of the 48TF. The BRO is committed to the task of keeping all our border areas well connected the commander added.

 

 

Annual Sports day celebration of GHSS ends

ITANAGAR, Dec 6: The valedictory function of 31s1 Annual School Sports Day Celebration of Govt. Hr. Sec. School was organized today in the school compound.  Kumar Waii, Parliamentary Secretary for RWD while gracing the occasion asked the students to maintain discipline and offer respect to the teacher’s. He also advised the teachers not to be discouraged, because even if they remain as teacher their student goes on to become successful person in the future. He also announced to offer a prize to the students hailing from his constituency. The students who score more than 90%(CGPA) in Clas X and above 80% in Class XII will be awarded a cash of Rs. 1,00,000/ and if anyone qualify for MBBS & APPSC or UPPSC exams, they will be awarded a cash of Rs. 2,00,000. He also agreed to look into the memorandum submitted by the School Capital Takam Mangha.

Social activist Takam Tatung who also part of valedictory function advised the students to take part in various extra curriculum activities of school like sports, culture and literary along with maintaining their studies. Narrating his recent experience he shared, “few weeks ago Ihad caught two boys and two girls taking drugs with beer in Itanagar. I asked them not to use such things but the student instead retorted to me saying “who are you to say like that”. He added that later he took them to the police station.

Criminals having last laugh in capital complex

The Rural Bank has become soft target for the robbers of Arunachal. The same branch of Rural bank was target of robbery last year in the month of November when armed miscreants looted Rs.4.5 lakh. The incident of bank robbery in capital complex has manifold in recent year. On December 1, 2012, the Axis Bank, Itanagar branch was looted of Rs 18 lakhs by the bank's private security personnel when they went to deposit cash at the ATM. In another incident in the year 2011, miscreants looted an amount of Rs 22 lakh from the Axis Bank ATM, Naharlagun when the security agency was depositing the cash. This kind of repeated robbery incident shows that there is absolutely no fear for law.

Despite tall claim by government agencies there is no doubt that crime graph in capital complex has risen considerably in the recent year. The police have failed to come down heavily on criminal syndicates. Today many criminals in the disguise of leaders of unions and associations are carrying out their activities openly. Many cases of crime go unreported as complainants are very much aware that justice will never be delivered. In fact situation is quite grim and if urgent steps are not taken, criminals will take over capital complex in the next few years.

Streamline the distribution system

The Chief Minister Talent Award is a noble venture which was conceived to encourage and give incentives to talented students of the state with laptops and cash awards. Fund for the noble purpose is said to been earmarked to the implementing departments to enable distribution of laptop and cash to the topper students. Many students have received the award, cases of many are hanging till date and  many other still don’t know how to get it and whom to approach due to lack of awareness even in the form of notice and circular to this very important issue which concerns the well being of the meritorious students. But of late hue and cry on the issue is seen leading to waging of paper wars and eyebrows are now being raised by many aspirants on its proper implementation.  The award goes through a lengthy channel where some student put in hard effort and get lost in the midst of those channels. Forms are collected, countersigned through respective school authority, handed over to BEOs for finalization, signed by the DDSE of the district for onward submission to Education Directorate where it is accepted or negated, said to be depending on fund availability placed to the department.

Now the pertinent question that arise here are- who are eligible for the award? Why can’t it be worked out district wise and funds be allotted to respective DCs and DDSEs for direct disbursement on the basis of worked out list of topper students instead of going through such  long twists and turns to lessen the already overburdened education department at Itanagar to handle such over all workloads? What are the criteria for distribution if the lists exceed the allocated fund? Who will get the award first- class X or XII passed? These are the questions doing the round and also agitate a tiny mind when her case could not be considered despite topping the class –XII (Hum.) in the district with 88% on the ground that cases of class XII passed cannot be considered due to paucity of fund in the department. Perhaps many observers will look it from different angles and feel that the class XII passed students deserves it first as they step into the door of higher learning where they require it more and while doing so, the merit should be the sole criteria to keep at bay undue favour and considerations.

Again, procurement of laptops for the meritorious students of the entire state require formalities like tender and quotations to put extra burden on the directorate of education and anything on that line not only give cost escalation but make unwanted delay in delivery. In the fitness of things, Govt. should earmark the fund requirement to the respective DCs and DDSEs as per the genuine list of the aspirants so that the awards are distributed through a central function organized at all district headquarters. That way student will be encouraged and people in the district will know the vision and concern of the Govt to boost up this important sector. It is anticipated that every drop of benefit that come to the doorsteps of the deserving student go in the right direction so that they not get discouraged in their quest to hunt the one time award not for the sake of cash or kind but for honour and memory that will linger sweetly in their hearts to do better in life.

When will govt regulate PDS distribution system in letter and spirit?

Dear Editor,

Through the column of your esteemed daily, I would like to urge Food and Civil Supply department, Government of Arunachal Pradesh to solve the prevailing PDS supply problem in the interior areas of state at the earliest possible. As a representative of the All Arunachal Pradesh Consumer Association, I utterly fail to understand why there has been shortage of PDS items in the state? Whom to blame for such crisis? The Central Government has allotted PDS especially for poor people of the state. Where those food grains has gone, whether consumed by God or Ghost? The people responsible for such man-made crisis must be given strong punishment. Now districts like Upper Subansiri, Kurung Kumey, East Kameng, Upper Siang etc are crying for food grains of their own quota. Also the government has talked about streamlining of PDS but where are those commitments. It is also pertinent to mention that during 1980 or 1990 Cooperative Lamp Society entirely controlled the food supply and every household use to get PDS items. But now just after the introduction of PDS nominee system in place of Cooperative Lamp Society every thing becomes opposite.

So, the concern authority is sincerely requested to make available of food grains at the earliest possible in every interior places. Else Cooperative Lamp Society should be replaced in place of PDS nominee system. The All Arunachal Pradesh Consumer Association while appreciating the East Siang District Administration & Metrology Department for cracking whip on erring traders in Pasighat recently urges the Capital Complex District Administration and Legal Metrology Department to carrv out surprise visit to find out the erring traders who are indulging in malpractices to cheat the consumer. We have closely observed that in Itanagar and Naharlagun the meat, vegetable and onion sellers are selling at unspecified rate by not maintaining the government approved rates. The meats are mostly sold without obtaining certificates from veterinary officers. Such illegal malpractices have become common phenomena in capital complex and other district. In order to regulate the prices of commodities fixed by the government, the concern department must depute its staff to check the malpractices.

Concentrate on student welfare

Dear Editor,

There is an Indian proverb centering the epic, Ramayana. When Rama’s opposite camp observed that monkey chieftain Sugrib has joined Rama’s force, the Ravana- troup commented, “As if Rama was not enough, now Sugrib has joined the fraternity”.

Let us reverse the ancient proverb to find that when the Govt. is wrecking its brain how to undo the unlawful encroachment of its land and stop such illegal activity, some students’ organizations have taken upon themselves the task of supporting the encroachment perhaps with an idea that they are doing a great, honorable social duty. Strange bedfellows, the encroachers and the student unions!

It seems APPDSU is conducting a concert and the latest to join are some others student union. What purpose are they serving? Doesn’t the common sense prevail on them that it is none of their business to poke their nose into the Govt affair, more so in support of the law breakers. Would such activity help them win a Grammy, an Oscar or Rashtrapati’s Gold Medal? Or would it bracket them with the elements who are basically wrong-doers? Even a child would realize that the law breakers are anti-social elements. Do we, the commoners have to accept that our students’ unions have gone crazy? Have they turned anti-social? Is not it too much to expect from us?

The sooner such student-face-blemishing ends, the better. The unions should help to brighten up the student-career of their members.

Sorry but it's shameful

Dear Editor,

Crime occurs not because of wrong doings of bad people but because of silence of good people.

Same stands for Rural Bank robbery case. Well basically I don't have base knowledge of this particular event but I got to learn that the last plan of robbers was to procure peoples participation to accomplish the task.

Honesty, principle, pride and priorities of people were basically at stake. But sorry state is that general people did participate in this robbery by picking up the thrown money and gathered masses thus gave chance for easy escape to the robbers.

This precedent gave wings to my extent of imagination. As I heard about this indecent I was imagining.... political leaders throwing money to people in order to woo voters and citizen becoming prey of their last minute promises by forgetting the entire suffering of 5 years. No matter how much people complain about corrupt system, they do get involved in it in one way or another as we are progeny and father of this system. So, before complaining make sure to know where you originally stand in respect of your principal and priorities. Sorry but it's shameful.

Adhere to technical guidelines

Dear Editor,

Through the column of your esteemed daily, we would like to highlight the sentiment of people of Khenewa area regarding deteriorating road condition. The road communication from Pakke point to Khenewa under Bameng constituency has been sanctioned under centrally sponsored PMGSY. The construction work is in final phase. However, lack of proper monitoring and lackadaisical attitude by the department concerned (i.e. RWD, Seppa) has led to the misappropriation and misuse of fund meant for the lifeline of the people. Khenewa circle is home to around 20 villages. This road from Pakke to Khenewa is the life line of people of all villages under Khenewa circle. As such, due to communication bottleneck, development activities hampers terribly.

Therefore, on behalf of the people of Khenewa, we fervently appeal the Chief Engineer (RWD, Western Zone) to strictly direct the Executive Engineer (RWD, Seppa) to supervise the project strictly, adhering to the technical guidelines.
