It said that AAPWU is not against any NGO or any person; AAAPWU is just safeguarding the workers, who they termed as land encroachers/ illegal dwellers.
Further it said that the labourers settled in the said plot of land belong to the department of power and all the dwellers are contingency/casual workers of power department. It also said that anyone who forcefully demolished house of labourers should compensate it.

ITANAGAR, Dec 6: The mobile medical team of Vivekananda Kendra Arun Jyoti (VKAJ) organized few medical camps in epidemic affected villages under Longding district recently.
Over 367 patients were examined and medicines distributed free of cost to the patients during medical camps organized at Niausa and Senua villages on December 4 and 5. Rapid Malaria Tests (RMT) was also done on 67 suspected patients during the medical camp.

CM visits Longding, announces fund for medicine
LONGDING, Dec 6: Chief Minister Nabam Tuki this morning made a sudden visit to Longding
and took stock of the epidemic-
In a hurriedly summoned meeting of the district administration, Panchayati Raj leaders, local leaders and village elders at the Circuit House, Tuki expressed grief over the demise of people due to various health issues and said that the number of deaths in recent months is alarming.
He called upon all to be responsible and not put the blame and responsibility of the situation on one single official, administration or the government.
“This is a situation that calls for united effort and cooperation. Let’s all contribute in creating awareness on hygiene and precautionary measures,” he appealed.

Besides lack of health facilities, lack of proper road communication and means of transportation are the basic factors for the poor health services in the district leading to a number of deaths, she summed up.
However, after the Chief Minister had sounded alert and held an emergency meeting on the situation at Itanagar on November 27 last, eleven health camps were conducted in the district by medical teams from Itanagar, Pasighat and Khonsa.
The Chief Minister, while interacting with the people, informed that on December 3 the Government has ordered posting of eleven health personnel to the district. He assured to post Specialist Doctors and procure an ambulance for the district immediately.
Asserting the commitment of the Government for welfare and development of region, Tuki informed, to a round of applause, that DoNER Ministry has released Rs 100 crore for implementation of the Chief Minister’s Livelihood Mission for Tirap, Changlang and Longding districts. The information was telephonically conveyed by DoNER Minister Paban Singh Ghatowar himself to Tuki, even when the later was taking the meeting. The scheme would be launched in the first week of January next year at Changalng, he said.
Extending condolences to those died, Tuki announced a compensation of Rs 50000 for each. He also announced a package of Rs 16 lakhs for procurement of medicines to tackle the present situation as sought by the DMO.

Health Dept. reviews Longding situation, to deploy 4 medical teams
ITANAGAR, Dec 6: As a precautionary measures to contain the outbreak of disease in Longding district, the state health department today decided to deploy four numbers of medical team consisting of medicine specialists, Gynecologist, Child Specialist and GDMO with other supporting staffs in Longding district for 15 days each, for a total period of one month. This decision was taken after a review meeting held here under the chairmanship of Health Minister Atum Welly today. The review meeting was convened to review latest action taken report by the Health and family welfare department pertaining to the containment of prevailing reported death and disease during the month of October & November’2013 at Londing district.
The meeting attended among others by Honchun Ngandam, PS, (Horti.), Indra Mallo, Secretary,(H&FW), Dr.K.Nishing,DHS, Dr.H.Tabiyo, Jt. DHS, (P&D), Dr H Taki, Jt.DHS cum SPO, (NVBDCP), Dr. K.T. Out of the total reported death of 113 numbers from 12 villages of Longding and Pongachau Circle which was verified and majority of causes of death wise found to be suffering from viral influenza with super added secondary infection. Other causes included TB, Malaria, AGE and other chronic disease. Out of total 113 deaths verified for the month of Oct/Nov.’2013, 28 had been treated at health centre and 85 had not sought medical treatment. Lack of Safe drinking water, poor sanitation, poor connectivity and poor health seeking behavior, are some of the factor that have added to the crisis.

But surprisingly and unfortunately, the State Govt. while accepting almost all the rules, have never bothered to extend the retirement age benefit from 58 years to 6o years to its employees, the PPA said. Such acts of the Government, according to Nikh Kamin, is arbitrary, unjust and against the provision of law.
Kamin, while drawing the attention of the aggrieved State Government employees, pointed out that the provisions of FR and SR and pension Rules cannot be amended by the State Government and therefore, the amendment made by the Government of India is automatically applicable in the State of Arunachal Pradesh.
Accusing the State Government of adopting pick and choose criteria for extending retirement age benefit to few all India Services and giving extension even beyond 60 years to few high profile post like the chief secretary, Laeta Umbrey the Chief Ministerial Candidate of PPA stated that such a practice is not only immoral and demotivating but also demoralizing to a large section of State Government employees. He further added that since the 7th Pay Commission has proposed for extending the service length to 62 years, it is therefore, high time; the State Government wakes up from the slumber and realizes its mistakes of giving forceful retirement to its employees at the age of 58 years. LWS seeks relief for fire victims
ITANAGAR, Dec 6: Lapung Welfare Society (LWS) has appealed to the Bameng MLA and Parliamentary Secretary (RWD and Transport & Supply) to provide immediate relief to the victims of December 3 fire incident at Lapung village under Bameng circle of East Kameng district.
In its memorandum to the MLA, LWS has informed that at least 15 houses were completely reduced to ashes and properties, including precious local ornaments, domestic animals, household items and important documents like gun, trading, FPS license etc. were lost in the devastating fire.
“The affected families are spending sleepless night under open sky in the field without food, clothes and shelter,” the memorandum said, and urged the MLA to take further initiative with the department of relief and rehabilitation for providing necessary relief and assistance for rehabilitation of the victims.

ITANAGAR, Dec 6: The Capital People’s Forum (CPF) has requested All Papum Pare District Students Union president to settle the issue if any amicably with the concerned officer.
Referring to a news items headlined “ APPDSU gives 10 days…” published in this daily on December 4, the CPF in a letter addressed to APPDSU president said that there is no issue at all and there is boundary and no encroachment has taken place in Itafort area. It claimed that the residence of the officer concern is situated in a better clear space than that of other two sites. “Now if it is to be removed as per demand, then the structures of Raj Bhawan, Police station, Legi Complex, residence of Late CM and many others are to be removed along with the huts of the officer concern (the residence which is far away from the monument,)’ the Forum said.
Saying that law should be allowed to take its own course of action if the officer is found guilty, the CPF said that considering the complexity of the land encroachment case, the state Govt had already constituted high level committee and the report is still awaited. Even the buildings on the highway are still standing for eviction in spite of high court direction in many cases, the Forum claimed.
Lauding the achievement of the officer who has already completed 22 years of dedicated service in various capacities, the Forum said the legitimate demands are always welcome but in your case there is no urgent issue that has to be considered within 10 days. “Considering the issue which arose out of the arrest of a person, we request you to settle the issue amicably with the concern officer” the Forum said.

They inspected various roads constructed under PMGSY, C/o KGBV girls hostel, Community hall , Tourist Hut at Circuit House Chayangtajo and various colony roads etc. The team also visited the C/o extension of class room and computer room at Govt. Secondary School, Chayangtajo which was found low standard and not up to the mark. The incharge ADC, Officers & officials of Chayangtajo also accompanied the Team during the inspection at Chayangtajo.
The team further inspected the NEC road from Seppa to Chayangtajo. The Project Incharge Gammon India and staff also accompanied the team during the visit. During the inspection of NEC road they visited the stone crusher plant at Margingla . The c/o NEC road is under progress but some of the culverts are not upto the mark. The team visited the Sub Centre and ME school at Nari Camp.
During the interaction with GBs and Public at Chayangtajo, they complained that Officers of various departments are not staying at Chayangtajo due to which many govt. quarters are dismantled by the public. They urged the DC to direct all outpost officers and staff to shift to Chayangtajo. The DC assured them to take appropriate action.

The illuminated eastern most village at Chaglogam which looks so splendid in night due to the commissioning of recent Hydel Project and plans of authorities to provision WLL communication facility upto Changlogam soon is being made possible much due to the improvement of the existing road communication carried out by BRO in the recent time like resurfacing of about 10km of road and improving the crossing over Pagalnala at km 32 on this road. There are also plans for further improving this road and bridge infrastructure and extending the road upto Kepapu and Rochem in the general area by the BRO in case due clearance and support is provided by the forest and state authorities. Col P K tripathi, Commander of the Dimwe based 48 Border Roads Task Force assures members of the civil society that the 48 BRTF will do everything possible to ensure better road connectivity in all places under the area of responsibility of the 48TF. The BRO is committed to the task of keeping all our border areas well connected the commander added.
Annual Sports day celebration of GHSS ends
ITANAGAR, Dec 6: The valedictory function of 31s1 Annual School Sports Day Celebration of Govt. Hr. Sec. School was organized today in the school compound. Kumar Waii, Parliamentary Secretary for RWD while gracing the occasion asked the students to maintain discipline and offer respect to the teacher’s. He also advised the teachers not to be discouraged, because even if they remain as teacher their student goes on to become successful person in the future. He also announced to offer a prize to the students hailing from his constituency. The students who score more than 90%(CGPA) in Clas X and above 80% in Class XII will be awarded a cash of Rs. 1,00,000/ and if anyone qualify for MBBS & APPSC or UPPSC exams, they will be awarded a cash of Rs. 2,00,000. He also agreed to look into the memorandum submitted by the School Capital Takam Mangha.
Social activist Takam Tatung who also part of valedictory function advised the students to take part in various extra curriculum activities of school like sports, culture and literary along with maintaining their studies. Narrating his recent experience he shared, “few weeks ago Ihad caught two boys and two girls taking drugs with beer in Itanagar. I asked them not to use such things but the student instead retorted to me saying “who are you to say like that”. He added that later he took them to the police station.

Criminals having last laugh in capital complex
The Rural Bank has become soft target for the robbers of Arunachal. The same branch of Rural bank was target of robbery last year in the month of November when armed miscreants looted Rs.4.5 lakh. The incident of bank robbery in capital complex has manifold in recent year. On December 1, 2012, the Axis Bank, Itanagar branch was looted of Rs 18 lakhs by the bank's private security personnel when they went to deposit cash at the ATM. In another incident in the year 2011, miscreants looted an amount of Rs 22 lakh from the Axis Bank ATM, Naharlagun when the security agency was depositing the cash. This kind of repeated robbery incident shows that there is absolutely no fear for law.
Despite tall claim by government agencies there is no doubt that crime graph in capital complex has risen considerably in the recent year. The police have failed to come down heavily on criminal syndicates. Today many criminals in the disguise of leaders of unions and associations are carrying out their activities openly. Many cases of crime go unreported as complainants are very much aware that justice will never be delivered. In fact situation is quite grim and if urgent steps are not taken, criminals will take over capital complex in the next few years.

Streamline the distribution system

The Chief Minister Talent Award is a noble venture which was conceived to encourage and give incentives to talented students of the state with laptops and cash awards. Fund for the noble purpose is said to been earmarked to the implementing departments to enable distribution of laptop and cash to the topper students. Many students have received the award, cases of many are hanging till date and many other still don’t know how to get it and whom to approach due to lack of awareness even in the form of notice and circular to this very important issue which concerns the well being of the meritorious students. But of late hue and cry on the issue is seen leading to waging of paper wars and eyebrows are now being raised by many aspirants on its proper implementation. The award goes through a lengthy channel where some student put in hard effort and get lost in the midst of those channels. Forms are collected, countersigned through respective school authority, handed over to BEOs for finalization, signed by the DDSE of the district for onward submission to Education Directorate where it is accepted or negated, said to be depending on fund availability placed to the department.
Now the pertinent question that arise here are-
Again, procurement of laptops for the meritorious students of the entire state require formalities like tender and quotations to put extra burden on the directorate of education and anything on that line not only give cost escalation but make unwanted delay in delivery. In the fitness of things, Govt. should earmark the fund requirement to the respective DCs and DDSEs as per the genuine list of the aspirants so that the awards are distributed through a central function organized at all district headquarters. That way student will be encouraged and people in the district will know the vision and concern of the Govt to boost up this important sector. It is anticipated that every drop of benefit that come to the doorsteps of the deserving student go in the right direction so that they not get discouraged in their quest to hunt the one time award not for the sake of cash or kind but for honour and memory that will linger sweetly in their hearts to do better in life.

When will govt regulate PDS distribution system in letter and spirit?

Through the column of your esteemed daily, I would like to urge Food and Civil Supply
department, Government of Arunachal Pradesh to solve the prevailing PDS supply problem
in the interior areas of state at the earliest possible. As a representative of the
All Arunachal Pradesh Consumer Association, I utterly fail to understand why there
has been shortage of PDS items in the state? Whom to blame for such crisis? The Central
Government has allotted PDS especially for poor people of the state. Where those
food grains has gone, whether consumed by God or Ghost? The people responsible for
such man-
So, the concern authority is sincerely requested to make available of food grains at the earliest possible in every interior places. Else Cooperative Lamp Society should be replaced in place of PDS nominee system. The All Arunachal Pradesh Consumer Association while appreciating the East Siang District Administration & Metrology Department for cracking whip on erring traders in Pasighat recently urges the Capital Complex District Administration and Legal Metrology Department to carrv out surprise visit to find out the erring traders who are indulging in malpractices to cheat the consumer. We have closely observed that in Itanagar and Naharlagun the meat, vegetable and onion sellers are selling at unspecified rate by not maintaining the government approved rates. The meats are mostly sold without obtaining certificates from veterinary officers. Such illegal malpractices have become common phenomena in capital complex and other district. In order to regulate the prices of commodities fixed by the government, the concern department must depute its staff to check the malpractices.

Strange bedfellows, the encroachers and the student unions!

Sorry but it's shameful
Dear Editor,
Crime occurs not because of wrong doings of bad people but because of silence of good people.
Same stands for Rural Bank robbery case. Well basically I don't have base knowledge of this particular event but I got to learn that the last plan of robbers was to procure peoples participation to accomplish the task.
Honesty, principle, pride and priorities of people were basically at stake. But sorry state is that general people did participate in this robbery by picking up the thrown money and gathered masses thus gave chance for easy escape to the robbers.
This precedent gave wings to my extent of imagination. As I heard about this indecent I was imagining.... political leaders throwing money to people in order to woo voters and citizen becoming prey of their last minute promises by forgetting the entire suffering of 5 years. No matter how much people complain about corrupt system, they do get involved in it in one way or another as we are progeny and father of this system. So, before complaining make sure to know where you originally stand in respect of your principal and priorities. Sorry but it's shameful.

Adhere to technical guidelines
Dear Editor,
Through the column of your esteemed daily, we would like to highlight the sentiment of people of Khenewa area regarding deteriorating road condition. The road communication from Pakke point to Khenewa under Bameng constituency has been sanctioned under centrally sponsored PMGSY. The construction work is in final phase. However, lack of proper monitoring and lackadaisical attitude by the department concerned (i.e. RWD, Seppa) has led to the misappropriation and misuse of fund meant for the lifeline of the people. Khenewa circle is home to around 20 villages. This road from Pakke to Khenewa is the life line of people of all villages under Khenewa circle. As such, due to communication bottleneck, development activities hampers terribly.
Therefore, on behalf of the people of Khenewa, we fervently appeal the Chief Engineer (RWD, Western Zone) to strictly direct the Executive Engineer (RWD, Seppa) to supervise the project strictly, adhering to the technical guidelines.
